SUMMARY
The Program Specialist will apply professional expertise and work in cooperation with all other disciplines in order to provide guidance, training, and compliance monitoring for Head Start/Early Head Start programs. The Program Specialist will report directly to the Quality Assurance and Data Manager. The Program Specialist will work to oversee systems for continuous quality improvement and Head Start personnel requirements. In addition, this position will work as part of the Quality Assurance and Data team to support and train regular annual projects including the PIR, Self-Assessment, and Quality Improvement Plans.
REQUIREMENTS
· Bachelor’s degree in Social Services, Education, Social Work or a related field
· Must have at least two years of professional level experience in Early Head Start quality assurance and compliance including expertise in health and safety
· Must have experience in creating systems
· Experience in design and delivery of training for adult learners
· Bilingual highly desirable
· Working knowledge of local community resources in specialty area
· Ability to gather, analyze, and utilize date efficiently and effectively
· Experience and knowledge of data systems; Microsoft office, Google Drive, etc.
· Knowledge and experience of Head Start performance Child Care Licensing
GENERAL EXPRECTATIONS
1. Contributes to providing quality service in whatever capacity is required in accordance with knowledge, skills and abilities;
2. Maintains awareness of trends and best practices, and is proactive in continually acquiring knowledge in fields related to children and families, poverty and homelessness and early childhood development and education;
3. Participates in CTL meetings and on committees as required and appropriate;
4. Knows, abides by and if appropriate enforces CTL Policies and Procedures;
5. Promotes unified, team-oriented atmosphere in all communications and actions; and
6. Is professional in appearance and demeanor.
RESPONSIBILITIES
1. This position is responsible for assuring assigned caseloads receive on-going training and technical assistance as it relates to program planning and HS/EHS personnel data including professional development.
2. Works closely with QA and Data Manager to support Health and Safety requirements for all CTL centers and partners.
3. Will ensure that HS/EHS staff are using data accurately and regularly to provide data driven support to partners.
4. Provides regular monitoring and training of partners.
5. Assures that systems for monitoring, self-assessment and program management are fully executed.
6. Effectively communicates data driven programmatic insights and coordinates with content area leads to provide necessary technical assistance.
7. Foster positive community relationships.
8. Ensures compliance of state/local licensing
9. Participates in assigned meetings, events and training as required.
